BJP's first-time democratic method to decide Sushil Modi as Bihar's Deputy Chief Minister through secret ballot of MLAs should be a path-setter to decide even Chief Ministers to avoid any type of controversy or imposition of 'unwanted' or outsiders by political bosses. All chief Ministers should be elected by secret and compulsory votes of all MLAs through EVMs on nominations signed by at least one-third MLAs to be removed only by same process for a no-confidence motion but with compulsion to name alternate leader in the same motion.



Considering regular incidents of ministerial high-handedness now latest with a UP Minister (Yamuna Prasad Nishad) involved in looting a police-station and killing of a constable, it is high time that MPs and MLAs may be just king-makers by making only non-members having not contested any election in last say one year with some norms and basic educational qualifications as Ministers. It will pave-way for talented rather than politically required ones to hold responsible posts of Ministers paving way for a qualitative democratic system.
